Camp Verde council approves consent items, appointments and vehicle order; enters executive session

At its Dec. 17 regular session, the Camp Verde Town Council approved a slate of consent items, confirmed several appointments to advisory boards, authorized an early FY27 vehicle order for the Marshal's Office and set the 2026 meeting calendar.

Consent items: On a motion by Vice Mayor Wendy Escoffier and seconded by Councilor Robert Foreman, the council approved the consent agenda (including approval of minutes, Resolution 2025-1199 — a development agreement with Bradshaw Holdings, LLC — the FY27 budget calendar, a Mutual Aid Agreement with the National Park Service and a Master Utility Service Agreement with Sustainability Partners, LLC), by voice vote 7-0.

Appointments and orders: The council appointed Victoria O'Malley and Doug Ashley to the Parks and Recreation Commission and John "Jack" Confer and David Gressley to the Planning and Zoning Commission, and reappointed Rod Corbin while appointing Robert (Bob) Benson to the Board of Adjustment and Appeals; all appointments were approved unanimously. Acting Town Marshal Commander Dan Jacobs and staff requested authorization to place the FY27 Enterprise vehicle order early; council approved the vehicle order 7-0.

Meeting calendar and executive session: Council approved Resolution 2025-1197 setting 2026 meeting dates (with one corrected Parks & Recreation date) and then voted to convene into executive session to discuss pending claims and litigation, contract negotiations with the Camp Verde Arena Association, and a personnel complaint. The council reconvened at 9:56 p.m. and reported that direction was given only on the contract negotiations item; no direction was given on the pending claims or the personnel complaint.
