Camp Verde council adopts ordinance to implement House Bill 2447 administrative review changes

The Camp Verde Town Council unanimously approved Ordinance 2025-A507 on Dec. 3, 2025, amending the Town's Subdivision Ordinance to align local administrative review procedures with House Bill 2447. Acting Senior Planner Cory Mulcaire explained the changes and asked for a supermajority to meet the state-mandated effective date of Jan. 1, 2026.
Mayor Marie Moore opened and closed the public hearing with no speakers. After brief questions from council members, Vice Mayor Wendy Escoffier moved to adopt the ordinance; Councilor Jessie Murdock seconded the motion. The council voted 7-0 to approve the ordinance.
The ordinance revises Planning and Zoning Ordinance Section 5 to codify administrative review approvals required under House Bill 2447. The adoption means the Town will implement the updated administrative review process beginning Jan. 1, 2026, as requested by staff. Acting Senior Planner Cory Mulcaire was the staff contact for the matter.
By adopting the ordinance at this meeting, the council met the timetable described by staff for the state effective date. No amendments or continuing action were recorded at the meeting. The ordinance was recorded as Ordinance 2025-A507 and will become effective January 1, 2026.
