Buffalo County commissioners approve ARPA grant for Family Advocate Network and set jail food-service RFP

BUFFALO COUNTY, Neb. — The Buffalo County Board of Commissioners on May 10 approved an American Rescue Plan Act grant contract with the Family Advocate Network to help the nonprofit buy land and pay for construction or renovation of its offices, and set a June 14, 2022 deadline for a request for proposals on jail food service.
The board voted unanimously to adopt Resolution 2022-18 authorizing Chairman Ivan Klein to execute the ARPA agreement with the Family Advocate Network (FAN). Commissioner Bill Maendele moved the resolution and Commissioner Timothy Higgins seconded the motion. The resolution states the county will allocate a portion of its ARPA funds to FAN to assist with land purchase and office improvements because the nonprofit suffered negative economic impacts from the COVID-19 public health emergency.
The ARPA allocation was presented as a recommendation of the board’s Budget Committee; the motion passed with all commissioners voting "Aye." The resolution does not specify the exact contract dollar amount in the minutes. The board record identifies the contract purpose as purchase of land, construction, improvement, expansion and/or renovation of FAN offices for the duration of the Agreement.
Sheriff Neil Miller and Chief Deputy Dan Schleusener presented a proposal for food service at the Buffalo County Jail. Commissioners voted to set June 14, 2022 as the date for issuing a Request for Proposal (RFP) for jail food service; the motion was approved unanimously.
On routine business, the board: • Approved the April 26, 2022 meeting minutes and ratified payroll claims processed May 6, 2022 (motions carried unanimously). • Accepted the Clerk of the District Court April 2022 report and the Buffalo County Treasurer April 2022 fund balance report (both accepted unanimously). • Approved an early claim previously tabled from April 26 and accepted the March 2022 Community Action Partnership of Mid-Nebraska RYDE report. • Appointed Michaela Lewis to the Advisory Board of Park and Recreation Commissioners, filling a vacancy left by Marta Moorman’s resignation. • Approved adding $5,000,000 in pledged collateral for the Buffalo County Treasurer at NebraskaLand National Bank. • Denied a request to amend the county’s contract with USDA Wildlife Services. • Authorized Chairman Klein to cast the 2022 Nebraska Regional Interoperability Network (NRIN) Board of Directors ballot for Jon Rosenlund. • Approved Special Designated Liquor License applications for The Village 1919 (events June 4, June 11 and June 18, 2022) and Kearney Investment Corporation (event June 4, 2022).
The Board of Equalization met in recessed session and approved Tax List Corrections numbered 4877–4878 and two valuation changes: B & G Investments, LLC (parcel 602138025) and Reiley Wieland (parcel 040174000). The BOE also approved a motor vehicle tax exemption for Community Action Partnership of Mid-Nebraska for a 2022 Chevy Equinox. The minutes record one abstention on the exemption vote: Commissioner Myron Kouba.
Jerad Reimers, representing U.S. Rep. Adrian Smith, presented updated reports from the congressman’s office. Chairman Klein also reviewed correspondence from the Alliance for The Future about a Central Nebraska Modern Livestock Facility Tour scheduled for June 2, 2022. No members of the public addressed the board during the citizen's forum.
The board adjourned at 9:56 a.m.; the next regular meeting is scheduled for 9:00 a.m. on Tuesday, May 24, 2022.
