Buffalo County commissioners approve ARPA allocation to Gibbon, tax-sale action and multiple permits and licenses

The Buffalo County Board of Commissioners met April 12, 2022, and unanimously approved a series of administrative, finance and regulatory actions.
American Rescue Plan Act allocation to Gibbon: The board authorized Chairman Ivan Klein to execute an ARPA agreement (Resolution 2022-10) with the City of Gibbon to allocate county ARPA funds to assist with construction, improvement, expansion, surveillance and renovation of municipal water and sewage systems. Deputy County Attorney Andrew Hoffmeister reviewed the contract language and the board approved the resolution by roll call (moved by Bill Maendele; seconded by Timothy Higgins), with seven "Aye" votes.
Tax-sale certificates and refunds: By Resolution 2022-09 the board instructed County Treasurer Jean Sidwell to place Tax Sale Certificates on delinquent taxes for years 2016–2020 and to purchase subsequent delinquent taxes as they become delinquent under Nebraska statutes (moved by Loeffelholz; seconded by Kouba). The board also approved a tax refund of $25.56 to Ivan Hanks.
Board of Equalization actions: After recessing to the Board of Equalization, commissioners approved the Nebraska Art Museum Collection permissive exemption for parcel 610179000; they also approved Tax List Corrections numbered 4862–4876 and multiple valuation changes submitted by County Assessor Ethel Skinner. Motor vehicle tax exemptions were approved for Community Action Partnership of Mid-Nebraska and Crane River Theater Company.
Licenses, contracts and bids: The board approved Special Designated Liquor Licenses for The Village 1919 (events May 7, May 21 and May 28) and for 3D Bar & Grill (May 28). The board approved reconstruction of the Fort Kearney Trading Post liquor license. For a road improvement project of about 300 feet of 97th Street, the board authorized Chairman Klein to sign a contract with Jason Potter and Riley Potter. The County Clerk opened bids to replace and upgrade the outdoor siren controlling system; bids from ATI Systems, Motorola Solutions, American Signal Corporation and Federal Signal were received and will be reviewed by Sheriff Neil Miller and Emergency Manager Darrin Lewis.
Administrative items: The board ratified payroll claims, accepted the Clerk of District Court and Treasurer fund reports, and reviewed correspondence from regional agencies and local organizations. During citizen’s forum Sheriff Neil Miller provided legislative updates affecting county operations.
Executive session and adjournment: The board entered executive session at 10:32 a.m. to discuss strategy related to property valuation protests and returned to open session at 11:12 a.m. The meeting adjourned at 11:13 a.m.; the next regular meeting is scheduled for 9:00 a.m. on April 26, 2022.
