Alpena County commissioners approve transfers, grants, leases and a senior collection-fee waiver

The Alpena County Board of Commissioners met Feb. 24 and approved routine bills totaling $133,519.19 and a series of administrative actions including fund transfers, grant applications, leases and equipment trades.
Among the actions, the board approved journal entries transferring $130,000 into the 402 Equipment Fund and $100,000 into the 631 Buildings & Grounds Fund to correct shortages and reallocate capital funding. County Administrator Jesse Osmer presented the transfers, which the board approved on a motion with roll call support.
The board authorized three Michigan State Police Public Safety Critical Incident Mapping competitive grant applications presented by Central Dispatch Director Kim Elkie, totaling $73,463 with no county match; the grants will fund indoor critical-incident mapping projects.
The Facilities, Capital & Strategic Planning Committee’s recommendation to enter an Airport Facility Lease Agreement with Bay Leasing and Renting (DBA Avis Rent A Car) for a one-year term retroactive to Nov. 1, 2025, at $1,500 per year (with a 3% annual increase and a one-year extension option) was approved.
Maintenance Superintendent Nick Akins requested and the board approved trading an older 2005 Chevy flatbed truck in exchange for labor performed on a newly acquired 2005 Chevy flatbed truck; the labor/trade value was recorded in materials as $2,850. Emergency Management Director Nic Modzrynski was authorized to use the Emergency Management vehicle to commute to and from work; that motion passed on a roll-call vote with one dissenting vote from Chairman John Kozlowski.
The board adopted Resolution #26-04, which waives collection fees and interest in excess of charges applied before Feb. 15, 2026, on 2025 property taxes through April 30, 2026, for qualifying senior citizens (62 or older), paraplegics, eligible servicemen and veterans, and individuals who are blind or permanently disabled as defined in the State Income Tax Act, provided they filed Homestead Property Tax Credit prior to Feb. 15, 2026.
Fair Board President Courtrrey Tauriainen requested the use of the fairgrounds for two bump-and-run fundraising events to raise roughly $25,000 for concrete work in the sheep and goat barn; the board approved the events and asked Facilities to further consider playground relocation to free river frontage for campsites. An IT/media room remodel was deferred to the 2027 schedule and tabled for additional Facilities Committee discussion.
The board entered closed session at 1:55 p.m. for a personnel matter and returned at 2:17 p.m. The meeting adjourned at 2:19 p.m.
