Buffalo County commissioners approve $159,000 full-body scanner, construction contract and multiple routine claims

The Buffalo County Board of Commissioners approved a series of contracts and routine claims at its Jan. 25 meeting in Kearney, including a $159,000 purchase of a full-body scanner system and authorization of a construction-manager contract for the 610 Central project.
Chief Deputy Dan Schleusener presented the opened bids and recommended the Tek84 full-body scanner; the board approved the purchase on a roll-call vote (motion by Commissioner Maendele, seconded by Commissioner Lynch). The minutes record the approved purchase price as $159,000.
The board reviewed a construction-manager contract for the 610 Central project; after Deputy County Attorney Andrew Hoffmeister reviewed the contract the board authorized Chairman Klein to sign the agreement with Beckenhauer Construction (motion by Commissioner Lynch, seconded by Commissioner Morrow; unanimous Aye).
County correspondence and project updates were presented, including an FAA aeronautical study, Nebraska Emergency Management Agency notices, a Central Platte NRD hazard-mitigation update and an NDOT status report on the Poole South project. Following review of a road improvement project and public comment by Mitch Humphrey, the board authorized Chairman Klein to sign a road improvement contract with Barton E. Langenburg, agent for KDIVER, LLC (motion by Commissioner Morrow, seconded by Commissioner Kouba; unanimous Aye).
The board accepted a filed petition to pave a portion of 56th Street to Evergreen Road (motion by Commissioner Loeffelholz, seconded by Commissioner Lynch); the minutes note no further action was taken at that time. During Citizen’s Forum, resident Paul Hazard urged caution on the paving petition, citing safety concerns, high traffic counts and many young drivers in the area; he asked whether COVID grant funds could be used and whether the road could be added to the county’s one- and six-year road plan.
The Board ratified payroll claims processed Jan. 14 and approved January 2022 vendor claims as presented by the County Clerk. The minutes include detailed vendor and fund listings across general, road and other funds.
The board moved into executive session at 9:56 a.m. to discuss a pending litigation offer and protect the public’s interest; County Attorney Shawn Eatherton, Deputy County Attorneys Andrew Hoffmeister and Kari Fisk, Board Administrator Lynn Martin and Brandy Johnson, legal counsel with NIRMA, joined. The board reconvened at 10:05 a.m. and subsequently approved settlement claims per NIRMA (motion by Commissioner Morrow, seconded by Commissioner Loeffelholz; unanimous Aye).
Other routine items approved included Veterans Service quarterly reports and authorization to allow the Veterans Service Office access to the Nebraska Department of Veterans’ Affairs web database, and authorization for the chairman to sign the Weed Department annual state reports for filing with the Nebraska Department of Agriculture. The meeting adjourned and was set to reconvene Feb. 8, 2022.
