Planning commission flags battery storage and small solar projects; resident urges stricter setbacks and buffers

Charlotte County planning staff told the Planning Commission Dec. 15 to prepare for potential battery-storage regulations and an expected wave of utility-scale solar applications each under five megawatts, and briefed commissioners on related items including the Courthouse Solar project.

Staff said the county expects multiple small-scale solar applications and a forthcoming Randolph Solar application as part of an update cycle that includes the comprehensive plan. Staff also reported the Board’s review of the Courthouse Solar project and noted that NOVI and landowner Lynn Royster had reached an agreement on an alternative entrance for Shady Oaks Road.

Commissioners discussed a recent visit to Dominion’s Grasshopper solar facility in Chase City, where they observed on-site noise and visual impacts along the highway and discussed the conservation value of wildlife corridors like those proposed for Courthouse Solar. Commissioners also reviewed mapping resources to evaluate projects; citizen P.K. Pettus pointed the commission to the Department of Conservation & Recreation’s Natural Heritage Data Explorer as a resource.

In public comment, P.K. Pettus read a letter urging careful consideration of solar project siting and conditioning to prevent harm to people and natural resources. Pettus emphasized more thorough review of setbacks and stream buffers and expressed concern about Courthouse Solar’s buffers along the Quarrier property.
