Board approves school revenues, hazard‑mitigation planning agreement, health‑department contract and appointments

The King and Queen County Board of Supervisors on Dec. 9 approved a series of routine financial and administrative actions, including school revenue receipts for July through October, a matching appropriation for a School Security Grant, a contract to prepare a regional All‑Hazard Mitigation Plan and the county’s FY25 agreement with the Virginia Department of Health.
On school finances, the board approved reported revenue receipts of $477,648.33 for July, $672,401.54 for August, $728,716.87 for September and $703,279.27 for October. The board also approved appropriating $42,400 in matching funds for a School Security Grant from the School Capital Project Fund.
The board approved a service agreement with the Middle Peninsula Planning District Commission (MPPDC) to prepare an All‑Hazard Mitigation Plan. The plan is required to maintain eligibility for FEMA funding in the event of a federally declared disaster; the motion was made by Ms. Billups and seconded by Ms. Norman and passed with four votes in favor and one absence.
Chairman Simpkins confirmed staff had reviewed the county’s FY25 agreement with the Virginia Department of Health and said the agreement amount matches the budget; the board voted to approve the agreement.
The board adopted the FY26 budget calendar after staff adjusted public‑hearing dates to meet advertising requirements, and set Jan. 13, 2025 as the public hearing date for rezoning case RZ24‑02 and for the Comprehensive Plan Update.
Appointments included recommending Ann Marie Voight for reappointment to the Board of Zoning Appeals for a four‑year term ending Jan. 13, 2029. The meeting also included quarterly reports from county departments and a statement from County Administrator Ms. Seay that there would be no Dec. 23 work session and that warrants issued by staff would be ratified at the January meeting.
All motions recorded in the minutes passed with AYES recorded as J.L. Simpkins, M.R. Berry, M.H. Norman and C.R. Billups; S.C. Alsop was listed as absent on roll calls.
