At a joint meeting Dec. 10, the King and Queen County Board of Supervisors and the School Board approved a tier‑1 public‑relations plan for $7,500 and agreed to move forward with the next steps in a planning process that began at a November retreat.
Stephanie Heinatz of Consociate Media reviewed the PR plan and answered questions before a motion to approve the tier‑1 plan was made by Ms. M.H. Norman and seconded by Mr. Mark Berry. The motion passed with recorded ayes from Chairman Lawrence Simpkins, Mark Berry, M.H. Norman and Carolyn Billups; Sherrin Alsop was recorded absent.
Following the PR plan vote, Mr. Berry told the boards that a work group had interviewed architecture and engineering firms and recommended beginning negotiations with the top‑ranked firm and, if that fails, negotiating with the second firm. The boards gave consensus to proceed with that recommendation; no formal vote on contractor selection was taken at the meeting.
Dr. Scott Baker moderated a review of items from the November retreat and led discussion of project goals, timeline and next steps. The boards agreed the first step is to create a joint work group to collaborate with the selected A&E firm. The recommended work group membership lists school representatives Dr. Carter, Dr. Curran, David Copsmith, Celestine Gaines, the vice chair of the school board and an alternate, and county representatives Mark Berry, Carolyn Billups, Vivian Seay, Tina Ammons and Quentin Mascari.
The work group is expected to begin meeting tentatively in January and to provide monthly reports to both boards. The two bodies tentatively scheduled their next joint meeting for March 11, 2025. A motion to adjourn the meeting, made by Ms. Carolyn Billups and seconded by Ms. M.H. Norman, carried unanimously; the meeting ended at approximately 8:05 p.m.
