Board approves rezoning of 2888 Walkerton Landing Road from Limited Business to Residential Single-Family (RZ24-02)

The King and Queen County Board of Supervisors voted to approve rezoning application RZ24-02, changing a 0.57-acre parcel at 2888 Walkerton Landing Road from Limited Business (LB) to Residential Single-Family (RS).
Donna Sprouse, Director of Community Development, told the Board the parcel (County Tax Map Parcel No. 1632-52X-134) contains a single-family residence and historical records indicate the property has been used as a residence since at least 1955, predating the County’s zoning adoption. Under the county zoning ordinance, a preexisting nonconforming use becomes subject to district regulations if the prior use is discontinued for 24 consecutive months or longer; staff reported the home had been vacant more than 24 months while on the market.
The applicant, Gary Sange, was present and told the Board the property "has been a residence for at least 46 years." The Planning Commission considered the request at its Dec. 2, 2024 meeting and recommended approval.
After closing the public hearing with no further comments, C.R. Billups moved to accept the Planning Commission recommendation and M.H. Norman seconded; the Board recorded unanimous approval.
Rezoning the parcel to RS will make the lot’s use and zoning conforming to residential development standards; staff noted the minimum lot size difference between LB (1.5 acres) and RS (40,000 square feet) and that the subject parcel—at just over half an acre—is closer to the RS requirement but still undersized relative to LB standards.
