Roosevelt County approves routine permits, replat, emergency-plan update and EMPG grant

At its Nov. 12 meeting the Roosevelt County Commission approved several routine but consequential items: a private celebration permit for Roosevelt General Hospital'9s employee holiday party at the Jake Lopez Community Center; a summary replat merging Tracts 2 and 3 of the Villegas Subdivision into one 3.45-acre Tract A; two resolutions updating county plans and detention policies; and a $20,564 Emergency Management Performance Grant (EMPG) to fund half of a new emergency management specialist position.
GIS Technician Johnny Montiel said the replat falls within the City of Portales'9 three-mile jurisdiction and had been approved by the city; he recommended approval, and the commission voted 5-0. Detention Administrator Shayla Ramsey described updates in Resolution 2024-40 to detainee program eligibility and services, and the commission adopted that resolution unanimously. The board also adopted Resolution 2024-39, a revision to the county emergency action plan adopted previously in 2017.
Montiel outlined the EMPG award and said the $20,564 would cover half of the salary and benefits for an emergency management specialist; the other half is budgeted from county funds and the position has been added to the organizational chart. Montiel stated the position would be contingent on continued grant funding and that recurring funding is likely given the grant is non-competitive, though future funding was not guaranteed.
The commission also approved a contractor recommendation to replace outdated fire alarms and to remove the old fire suppression system in the Bonem Building as part of the EOC build-out, citing obsolescence and cost of maintenance. The motion to remove the suppression system and replace the alarm system passed unanimously.
