Roosevelt County approves interim CFO contract with TKM, LLC and payroll system contract

The Roosevelt County Commission approved a professional services contract with TKM, LLC to provide interim chief financial officer services, budget preparation and audit support for FY2025. At the meeting the contract was specified not to exceed $59,550 for the fiscal year and was approved by roll-call vote.
Commissioners also approved a 48‑month license and services contract with TimeClockPlus to manage timekeeping and payroll records for hourly staff. County Manager Annette Kirk and Human Resources Coordinator Gemma Martin described TimeClockPlus as the county’s payroll/timecard software and recommended continuing with the vendor.
During discussion of administrative authority, the commission considered Resolution 2025‑04 to delegate contracting authority to the county manager. After amendments, the board approved language allowing the county manager to enter into contracts up to $25,000 and removed proposed authority to enter settlement agreements; the amendment passed unanimously.
All procurement and contract actions were approved by roll-call votes. The commission also approved a separate professional services agreement with TKM, LLC earlier in the meeting and instructed staff to proceed within the approved not‑to‑exceed amount.
Next steps: the manager’s office will execute the approved contracts within the specified limits and proceed with onboarding TKM staff pending final contract execution.
