Roosevelt County Commission approves several resolutions, ordinance repeal and contracts

The Roosevelt County Commission approved multiple formal actions Feb. 18, 2025, including resolutions, an ordinance repeal and several contracts and grant actions.
Immigration policy resolution: Commissioner Tina Dixon introduced and the Commission adopted Resolution 2025-06 establishing the county's policy to respect federal immigration law. The motion passed unanimously.
Reappraisal overtime: Assessor Stevin Floyd requested approval of Resolution 2025-07 to move $19,000 from fund 499 into the general fund to pay overtime for staff completing the county-wide reappraisal cycle; the Commission approved the budget adjustment unanimously.
Opposition to transmission corridors: Commissioner Dixon described and the Commission adopted Resolution 2025-08 opposing National Interest Electric Transmission Corridors. Dixon said she would draft a cover letter to send with the resolution to state and federal agencies.
DWI grant authorization: DWI Prevention Coordinator Darla Reed requested permission for the county to apply for the Local DWI Grant (Resolution 2025-09); the Commission approved the resolution and later approved the associated Memorandum of Understanding and Statement of Assurances required by the Local Government Division for submission. Reed said the application was due at the end of February.
Ethics ordinance repeal: After a public meeting with no public comment, the Commission adopted Ordinance 2025-01 to repeal Ordinance 2021-01 concerning ethical conduct and interference by elected officials. The ordinance passed on a recorded vote with one member voting "No." Commissioner Paul Grider voted against the repeal; other commissioners voted yes.
Other contracts and approvals: The Commission approved a professional services agreement with Be Well for the DWI compliance program, renewed landscaping maintenance contracts (Jori's Landscape Maintenance: $6,000 annually for the courthouse and $2,400 for magistrate court), and accepted a FY25 Sheriff's Office traffic grant of $25,245. The Commission also approved payroll and accounts payable covering listed periods.

The ethics ordinance repeal and the immigration-resolution adoption are policy signals potentially relevant to county funding and intergovernmental relations.
