Roosevelt County commissioners elect Tina Dixon chair, keep split meeting schedule

Tina Dixon was elected chair of the Roosevelt County Commission for 2025 after commissioners cast separate votes between Dixon and Commissioner Malin Parker; Dixon secured three votes to Parker’s two. Roy Lee Criswell was elected vice-chair by acclamation.
The commission considered, then rejected, a proposal to move both monthly meetings to evenings. Commissioner Fabian Munoz moved to shift both meetings to the evening to increase public participation; after discussion the commission voted unanimously to retain the current schedule of a daytime first meeting and an evening second meeting.
Commissioners also voted to publish notice of intent to abolish Ordinance 2021‑01, which the board discussed as potentially discouraging communications between staff and commissioners; County Attorney Randall Van Vleck advised that repealing an ordinance requires published notice and a future hearing. The motion to publish the notice passed 4–1, with Commissioner Paul Grider opposing the action.
The meeting opened at 9:00 a.m. in the County Commission Room at the Roosevelt County Courthouse in Portales. Commissioners present were Paul Grider, Roy Lee Criswell, Tina Dixon, Malin Parker and Fabian Munoz. The clerk recorded routine approvals including the agenda, minutes from Dec. 23, 2024, and payroll/accounts‑payable reports by unanimous roll-call votes.
The commission recessed briefly before resuming business and later entered executive session for items on the agenda; the board returned to open session and the chair said no action was taken in executive session. The meeting adjourned at 1:01 p.m.
