Gulf Shores Council unanimously adopts zoning change, beach alcohol ban and multiple procurement and grant measures

At its Feb. 9 meeting, the Gulf Shores City Council unanimously adopted a zoning text amendment for newly annexed land, approved a spring-break alcohol ban on specified beaches, awarded multiple contracts including a Waterway East Blvd. extension, and approved permits and appointments.
Gulf Shores City Council members met Feb. 9, 2026, and approved a package of ordinances, resolutions and procurement actions covering zoning, beach safety, capital projects and municipal services.
The council unanimously adopted Ordinance No. 2199 (ZTA25-09), which amends the city's zoning ordinance procedures for newly annexed land, including rules for initial zoning classifications and a county-to-city zoning mapping in Table 3-9. Planning and Zoning Director Scott Stephens summarized the text amendment during a public hearing; there were no public objections and the council suspended rules to consider and adopt the ordinance immediately.
Council also adopted a spring-break alcohol prohibition (Resolution No. 7080-26) designating March 1–April 28, 2026 as the period when possession or consumption of alcoholic beverages is unlawful on defined portions of Gulf-front beach project sand areas (east of the Bon Secour Wildlife Refuge boundary, west of Gulf State Park boundary and seaward of the city's sand-stabilization fencing). Violators are subject to penalties under the city's code referenced in the resolution.
Other actions included: reappointing Erin Kaiser to the Board of Zoning Adjustments (Resolution No. 7079-26); authorizing a $70,000 budgeted agreement with the Baldwin County Sheriff's Office for law-enforcement services (Resolution No. 7081-26); accepting a bid from Gulf Shores Power Sports for seven Honda Pioneer UTVs for beach safety (not to exceed $115,681.65; Resolution No. 7082-26); awarding the Waterway East Blvd. Extension to Asphalt Services, Inc. under a unit-pricing contract not to exceed $1,200,000 (Resolution No. 7083-26) with $1.8 million budgeted for the project and 100% grant reimbursement noted; approving a purchase from Patterson Pope for Justice Center storage systems not to exceed $671,189.85 (Resolution No. 7084-26); accepting a $10,000 RC&D grant for the Eco Center greenhouse (Resolution No. 7085-26); and granting a nonexclusive taxi franchise to Jola Transportation LLC d/b/a A Wave We Go (Ordinance No. 2200).
The council also recommended notifying the Alabama ABC Board to issue a Restaurant Retail Liquor License for Turtle Time Gulf Shores LLC d/b/a The Tap & Still Gulf Shores; the city clerk reported the required advertising and that no written objections were received.
All recorded votes on the listed items were unanimous among the five council members present (Councilmen Joe Garris Jr., Jason Dyken, M.D., Stephen E. Jones, Councilwoman Jennifer Guthrie and Mayor Robert Craft); Councilman Philip Harris was absent.
The meeting included routine committee and staff reports and public comments on schools, neighborhood street repair and a county trail project. The council adjourned at 4:36 p.m.
