NextEra’s DG Sundale solar project seeks $17.3M in IRBs; Soil & Water asks for erosion and decommissioning safeguards

Christine Hefferman, representing NextEra Energy and DG Sundale, LLC., described a proposed 80-acre solar array adjacent to the RCEC substation on Sundale Valley Road. She said permitting, studies and surveys are complete, and the project is expected to begin construction in early 2026 and be completed by the end of that year; the site will be operated remotely once commissioned.
Hefferman said DG Sundale plans to request industrial revenue bonds (IRBs) of $17.3 million for a 30-year term to cover project costs. Peter Kelton reviewed the IRB process for commissioners and Jeremy Neal of the RCEC described planned vegetation management, including use of native grasses to reduce erosion.
Rick Ledbetter, speaking for the Roosevelt Soil and Water Conservation District, asked that the district have a “seat at the table” to ensure soil beneath arrays is protected and raised concern about the project’s decommissioning, asking for assurances the array will not be abandoned once bond obligations are fulfilled. Commissioners received the presentations and public comment; no bond or IRB action was taken at the meeting.
