Commission approves detention contract renewal and $160,000 DWI grant; tables safety budget and personnel ordinance review

Roosevelt County commissioners on May 20 approved several formal actions, including a contract renewal for detention services and acceptance of a DWI grant, while tabling two items for a special budget meeting scheduled May 30.
Commissioner Paul Grider moved to renew the contract with APIC Solutions, Inc. for FY2025–2026; Commissioner Malin Parker seconded the motion, and the vote was 5–0 in favor. The renewal was presented by County Manager Annette Kirk.
Commissioners also approved DWI Grant Award Agreement No. 26‑D‑G‑23 with the Department of Finance and Administration Local Government Division for $160,000 (motion by Commissioner Parker; second by Commissioner Fabian Munoz). The motion passed unanimously.
Two items were tabled for further consideration at the May 30 special meeting: a budget request from the Safety Committee (moved to table by Commissioner Parker, second Commissioner Munoz) and proposed review/amendments to Section 9 of the Roosevelt County Personnel Ordinance (motion to table by Commissioner Dixon, second Commissioner Parker). County Attorney Randall VanVleck advised that ordinance amendments require committee review, legal review, and a published notice of intent before final action.
At 7:50 p.m. the commission entered an executive session (motion by Commissioner Grider, second Commissioner Munoz) to discuss agenda‑listed personnel matters; Human Resources Coordinator Mary Orozco and County Manager Annette Kirk were called into and out of the closed session at specified times. The commission reconvened at 9:19 p.m. and stated that only agenda items were discussed and that no action resulted from the executive session. The meeting adjourned at 9:22 p.m.
