Roosevelt County Commission accepts FY24 audit; auditor reports unmodified opinions

The Roosevelt County Commission unanimously adopted a resolution accepting the county’s FY24 annual financial audit on April 1, 2025.
Rufino Rodriguez of Cordova CPA LLC presented the audit to the commission, saying the firm issued an unmodified opinion on the county’s financial statements and an unmodified single-audit of federal pandemic recovery funds. Rodriguez said one other noncompliance finding involved three county accounts that showed expenses exceeding budgeted amounts without a corresponding budget adjustment.
Rodriguez offered three informal recommendations to the commission: strengthen cyber security based on 2024 penetration-test results, pursue succession planning and cross-training for critical roles such as payroll and administration, and review investment returns and fees charged by brokers and financial institutions.
Commissioners voted to accept the audit (Resolution 2025-15) after the presentation. The county auditor’s report was submitted to the state on schedule; the state released the county’s financial statements March 9, 2025, according to the presentation.
The commission did not identify additional action at the meeting beyond formal acceptance; the audit presentation and the recommendations were recorded for staff follow-up.
