The Roosevelt County Commission on April 15 ratified Resolution No. 2025-14 to begin notifying taxing jurisdictions about a proposed issuance of Roosevelt County Taxable Industrial Revenue Bonds (DG Sundale, LLC Project) Series 2025 in an aggregate amount up to $17,325,000.
County Attorney Randall Van Vleck told commissioners the ratification "is not final approval" but begins the formal process required before any bond issuance or local tax-notice steps can proceed. Commissioner Malin Parker asked whether the action merely starts the process; Van Vleck confirmed that it does.
Commissioner Paul Grider moved to ratify the resolution and Commissioner Roy Lee Criswell seconded; the motion passed on a recorded 5-0 vote. The resolution and the mailing of notice letters to affected taxing jurisdictions were carried as a consent-agenda item.
Why it matters: industrial revenue bonds (IRBs) are often used to support private projects that rely on local infrastructure or tax incentives; by ratifying notice the county has opened the next procedural step toward potential bond issuance, but no final financing or tax abatement was approved at the meeting. Van Vleck's on-the-record clarification underscores that further hearings, negotiations and formal approvals will be required before any bonds are issued.
What comes next: the county will send notice letters to taxing jurisdictions and proceed with any required public notices and negotiations. Commissioners indicated the Sundale Solar project team will begin scheduled negotiations with Commissioners Grider and Criswell when dates are set.
The commission took the action as part of a consent agenda; no additional public hearing or final bond approval occurred at this meeting.
