Roosevelt County Commission approves FY26 preliminary budget after targeted cuts, adds two staff positions

The Roosevelt County Commission on May 30 approved a preliminary fiscal year 2026 budget after negotiating a series of cuts and program adjustments designed to close a projected gap in revenues and expenses.
County Manager Annette Kirk presented debt-service schedules and amortizations showing $681,000 in budgeted debt payments for FY26 and projected gross receipts tax (GRT) receipts of $1,010,000 to help meet those obligations. Kirk told the commission that departmental requests exceeded projected revenues by about $1.9 million, based on an assumption of collecting 96.5% of property taxes and not counting potential investment income or capital outlay.
Commissioners directed targeted reductions and reallocations to narrow the deficit while approving two new recurring positions: one for the road department and one for fairgrounds maintenance. Among the agreed changes were a $100,000 cut from detention equipment, a $65,000 reduction for a GIS vehicle and upfitting, $52,000 removed from County Manager software upgrades, and multiple vehicle-purchase reallocations between the Assessor's Office and the Sheriff's Office. The commission also cut $40,000 for towable bleachers at the fairgrounds and $10,000 for tables and chairs, and added $10,000 to support rural fire and ambulance providers (about $7,500 per department).
Kirk said the county could reduce costs on a contracted TKM service at the end of December, saving roughly $22,500 of a $60,000 contract, and she is pursuing student internships with ENMU to provide low- or no-cost assistance for IT, criminal justice and IPRA tasks. After the adjustments, Kirk said the preliminary budget showed an approximate $144,000 positive balance.
Commissioner Paul Grider moved to approve the FY26 preliminary budget; Commissioner Roy Lee Criswell seconded. The roll-call vote was Grider-Yes, Criswell-Yes, Dixon-Yes, Parker-Yes and Munoz-Yes.
The commission then entered a scheduled executive session and later returned to open session, where Chair Tina Dixon said only agenda items were discussed and no action taken. Dixon also announced that County Manager Annette Kirk submitted a letter of resignation effective July 31, 2025.
The commission adjourned at 3:46 p.m.
