Roosevelt County approves fee changes, polling locations, DWI grant, juvenile housing contract and other routine business
Summary
At its June 10 meeting the commission adopted several resolutions (fees, polling locations, EPCOG participation, support for Catron County wolf declaration), approved a DWI grant and multiple contracts, and renewed an intergovernmental juvenile housing agreement with a rate increase.
Roosevelt County commissioners on June 10 approved a package of routine but consequential items: updated fee rules, polling locations for 2026–27, participation in Eastern Plains Council of Governments, a DWI prevention grant and several associated contracts, and a renewed juvenile housing agreement with a higher per‑day rate.
Clerk Mandi Park presented Resolution 2025‑17, which updated county fees and included a marriage license fee increase required by Senate Bill 290; Ms. Park noted the statutory fee change takes effect statewide June 20, 2025. The commission adopted the resolution by a unanimous vote.
The commission then approved Resolution 2025‑18 designating election day polling places for 2026 and 2027 and appointing members to the county Board of Registration (Sharon Davis, Shonnie Standifer, Tate Turnbough, Gene Bundy and Emily Laun). Commissioners also approved Resolution 2025‑19 to continue Roosevelt County’s participation in the Eastern Plains Council of Governments for FY2025‑2026 and appointed Commissioner Tina Dixon as representative and Commissioner Fabian Munoz as alternate.
Ms. Kirk requested renewal of an intergovernmental agreement with Dona Ana County to provide juvenile detention housing for FY2026; the commission approved the renewal and acknowledged the daily rate will increase from $200 to $475. DWI Prevention Coordinator Darla Reed presented Grant Award Agreement No. 26‑D‑G‑23 with the Department of Finance and Administration Local Government Division for $160,000 and the commission approved the grant and the related vendor agreements with APIC Solutions, Be Above the Influence (Be‑ATI) and Shannon Morrison Associates to support the DWI program for FY2026.
Separately, the commission adopted Resolution 2025‑21 expressing support for Catron County's declaration of disaster related to injuries and losses attributed to reintroduction of Mexican grey wolves. Multiple items that required more detailed discussion—including budget adjustments and the county manager job description and contract—were postponed to a special meeting scheduled for June 13, 2025.
Votes on these items were recorded as unanimous where tallied.
