Roosevelt County adopts 2027–2031 infrastructure plan, reprioritizes top projects

Roosevelt County commissioners adopted the 2027–2031 Infrastructure Capital Improvement Plan (ICIP) on June 10 after a public hearing and adjustments to the project priority list.
Special Programs Coordinator Carla Weems described the ICIP as a planning tool used to rank and prioritize projects for available funding and to guide where to seek capital outlay, grants and congressional requests. During the hearing Commissioner Roy Lee Criswell asked that project #43630 be moved to the #2 position, project #43646 to #3 and the fairgrounds master plan to #4; the commission adopted those changes and then approved Resolution 2025‑20 to adopt the ICIP as amended.
The vote was unanimous. Commissioners did not identify funding sources for the newly prioritized projects at the meeting; Ms. Weems said the ICIP helps match projects to potential funding sources but specific grant applications and allocations remain separate actions.
Adoption of the ICIP formalizes the county’s project priorities for the next five years and affects how staff will pursue external funding opportunities and capital outlay requests.
