Roosevelt County releases manager, names finance administrator interim

Roosevelt County Commissioners unanimously voted June 13 to release County Manager Annette Kirk from the remainder of her contract and to pay her through the end of July, then appointed Finance Administrator Drew Patterson as interim county manager effective June 14, 2025.
The action followed an executive session called at 2:33 p.m. Chair Tina Dixon said only items on the agenda were discussed in the closed session and that “no action was taken in the executive session, but action is necessary as a result of the executive session.” Commissioners then approved the personnel motions on the public record.
In public session, Dixon reported that Kirk asked to be released from the remainder of her contract; Commissioner Fabian Munoz moved to accept that request and to pay out the remaining contract amount through July 31, 2025. The motion passed on a unanimous voice roll call (Commissioners Grider, Criswell, Dixon, Parker and Munoz voting yes). Commissioner Paul Grider moved to appoint Finance Administrator Drew Patterson as interim county manager effective Saturday, June 14, 2025; Commissioner Malin Parker seconded and the appointment likewise passed unanimously.
Human Resources Coordinator Mary Orozco confirmed she will post the county manager position in the coming weeks. Earlier in the meeting, Orozco had presented a revised county manager job description that clarifies that elected officials and staff in elected offices do not report to the county manager; commissioners approved that amended job description unanimously before the executive session.
County Manager Kirk had presented a separate written report summarizing recent budget, staffing and project oversight activities during the meeting, but commissioners did not take action on that report. The commission did not provide details in the public minutes about reasons for the personnel decisions beyond the statement that Kirk requested release from the remainder of her contract.
The commission’s next publicly stated steps are to post the position and begin the hiring process; Orozco will manage the posting and related recruitment tasks.
