County hears road-safety fixes, pipeline road restoration plans and fairgrounds equipment request

Road Superintendent Juan Dominguez told the Roosevelt County Commission on Aug. 5 that crews will stripe New Mexico 88 and replace signs, that rumble strips have been ordered for both sides of NM 88 at the SRR6 stop-ahead signs and that lighted signs cost roughly $1,400 each and have not been purchased. Crews are prioritizing school-bus routes, blading and hauling caliche where roads are dry enough to work and are shredding bar ditches when conditions permit. Dominguez also said pipeline contractors are contractually required to return roads to pre-construction condition or better; patching will take place during the project with final repairs afterward.
Commissioner Malin Parker asked the commission to consider purchasing a tractor dedicated to fairgrounds arena maintenance to improve surfaces for two upcoming High Plains Rodeo events (Sept. 11–16, 2025 and Jan. 30–Feb. 1, 2026). Parker said event promoters requested adding sand to the arena and more electrical infrastructure and RV spaces; he reported 60 stalls were occupied at a recent event but only three had been paid for. No formal action was taken; County Attorney Randall Van Vleck suggested requiring a promoter deposit to ensure stall-rental payments.
Manager Drew Patterson said the Emergency Operations Center received a certificate of occupancy after a final walk-through and that a small punch list remains; Patterson estimated the occupancy limit at about 120 but did not provide a confirmed figure. Patterson also said he would continue outreach with neighboring city and county managers. The commission scheduled a fairgrounds clean-up day and staff will continue coordinating arena preparations ahead of the fair.
