The Roosevelt County Commission approved a slate of routine fiscal, land-use and procurement actions during its Sept. 9 meeting in Portales.
Key approvals (all unanimous unless noted): the agenda and minutes (Aug. 5 and Sept. 2); payroll and payables covering May 1–Aug. 31, 2025; specification development and bidding for additional electrical and water hookups at the county fairgrounds; ratification of the clerk's signature on a memorandum of understanding with the Secretary of State covering 2025 election expenses; approval of three HCAP indigent claims and one indigent burial claim for $1,000 presented by Riverside Mortuary; and ratification of a Paycom payroll services contract subject to county attorney review (initial-year cost $19,000; $17,000 annually thereafter).
The commission ordered the assessor to impose the property tax rates set by the New Mexico Department of Finance and Administration for 2025 after Assessor Stevin Floyd confirmed the rate columns and reported no stakeholder opposition. Commissioners also approved a summary replat for Lots 28-1 and 28-2 of the Chalk Hill Stock Farms Subdivision after staff reported City of Portales approval and no objections from landowners or utilities.
Other business included renewal(s) of tower lease agreements with Eastern New Mexico University for a 10-year term with a five-year renewal option (the item appeared twice on the agenda and both renewals were approved), and ratification of an alcohol consumption permit for a Roosevelt General Hospital Foundation fundraiser event. The commission approved Resolution 2025-27 (FY2025 final quarter financial report) and Resolution 2025-29 (fee increases limited to credit card processing fees in the treasurer's office).
During the meeting the commission entered executive session at 11:48 a.m. and reconvened at 1:01 p.m.; Chair Tina Dixon said only agenda items were discussed, no action was taken, and an offer was made to an individual for the interim county manager position; the county is awaiting that person's response.
All recorded motions and votes were 4 0 in favor (Commissioners Roy Lee Criswell, Tina Dixon, Malin Parker and Fabian Munoz). Commissioner Paul Grider was absent.
