Roosevelt County detention administrator reports population, MAT participation and outside billing

At the Oct. 7 Roosevelt County Commission meeting Detention Administrator Shayla Ramsey summarized jail operations, inmate counts and program participation.
Ramsey reported the facility population that morning was 69 detainees — 16 female and 53 male — with 14 housed who were from other counties. She provided September billing figures: Quay County was billed $36,225; Cannon Air Force Base was billed $5,250; and Chaves County was billed $9,975. Ramsey said the facility is fully staffed with one officer in the academy and one recent graduate.
On treatment and programming, Ramsey said 13 participants were enrolled in the MAT (medication assisted treatment) program; all 13 received individual and group counseling, all participated in yoga and six were receiving medications through the program. She also said three detainees were taking GED classes. Ramsey presented the FY26 first-quarter restrictive housing report, noting zero detainees were held in restrictive housing during quarter one (July 1–Sept. 30), and asked Interim County Manager Layle Sanchez to file the report with the Department of Corrections.
Why it matters: Jail population levels, out-of-county housing and contract billing affect operations and county revenue, and MAT participation is an element of the county’s behavioral-health approach in detention.
What’s next: Manager Sanchez will file the restrictive housing report with the New Mexico Department of Corrections. Additional operational details, staffing plans and potential impacts on budgets were not specified at the meeting.
