Key points: Weems said the FY22 Capital Outlay reimbursement grant (G3157) for county road rehabilitation totals $490,000 with closeout set for June 30, 2026. The FY23 Capital Outlay (H3344) for road maintenance totals $400,000 with a June 30, 2027 closeout. The Transportation Project Fund (TPF) FY2025 road program was described as a $1,922,466 total project with $1,826,342.70 disbursed and notice to proceed issued in May 2025.
Weems also outlined equipment grants and balances: a FY24 capital outlay roads distributor (balance $48,802.61) approved for a pull-behind oil tank and a FY24 capital outlay chip spreader (balance $106,179.16) restricted to the purchased equipment. She noted multiple FY25 LGRF subawards with closeout dates of Dec. 31, 2025, and FY26 LGRF and TPF applications submitted with varying results: FY26 TPF for $1,968,580 (not awarded), FY26 Clean & Beautiful partially funded ($3,600 awarded of a requested $31,100), and a CDS (Congressionally Directed Spending) detention plumbing/electrical project previously selected for $275,000 with a $225,000 county match pending further federal steps.
On the courthouse exterior project, Weems presented a $600,000 New Mexico Capital Outlay Grant Agreement (listed in the meeting packet and approved later in the meeting). She said the courthouse exterior door replacement and brick repointing projects are awaiting architectural plans, historical society approvals and clearances from multiple agencies before procurement can proceed.
Why it matters: Several grants are large relative to county operating budgets and have procurement and clearance steps that will determine whether work begins on schedule. Some awarded funds require county matching dollars or further documentation; a CDS award process has been delayed by federal staffing issues according to Weems’ report.
What’s next: Staff will pursue needed clearances, finalize procurement documents and monitor near-term closeout deadlines. Weems and Manager Sanchez noted they have engaged with neighboring Chaves County for budget and closeout support and that some grants will require additional county matching or scope adjustments.
