Roosevelt County commissioners approve routine contracts, courthouse security MOU and appoint manager to EPCOG

Roosevelt County commissioners on Tuesday approved a slate of routine contracts, an MOU with the Ninth Judicial District Court for courthouse security, appointed the county manager to a regional board and adopted county calendar and legislative priorities.
Detention Administrator Shayla Ramsey presented a contract with Colfax County to house Roosevelt County detainees; Commissioners approved the contract, which Ramsey said is the same as the prior agreement. Kevin Spears presented a memorandum of understanding between the county and the Ninth Judicial District Court that would reimburse expenses for courthouse security personnel; the funding comes from the legislature through the Office of the Court, and the agreement covers a deputy to provide full‑time building and perimeter security. Sheriff Javier Sanchez told commissioners that the additional security was necessary and would benefit both the county and the court; the commission approved the MOU.
Commissioner Tina Dixon moved to appoint County Manager Meadow Forget as Roosevelt County’s representative to the Eastern Plains Council of Governments (EPCOG), with Dixon serving as alternate; the motion passed unanimously. The commission also voted to approve its 2026 calendar (moving the February meeting to Feb. 4 and moving the December payday to Dec. 24, 2026) and adopted legislative priorities that include ICIP updates, road equipment requests, fairgrounds master planning, detention electrical work and emergency warning system updates.
Commissioners then approved Resolution 2025‑38 formally supporting the New Mexico Counties 2026 legislative priorities. Several items were approved by unanimous roll call votes; no dissenting votes were recorded in open session.
The commission later went into executive session on listed agenda items and returned with Chair Dixon stating that only the listed matters were discussed and no action was taken.
