Roosevelt County approves FY27 EMS grant applications and ratifies ambulance purchase application

Roosevelt County Commissioners on Dec. 16 approved two FY27 EMS Fund Act local funding applications and ratified a separate ambulance grant application submitted to the state EMS bureau.
Kellie Bilbrey, representing Milnesand Volunteer Fire Department, asked the commission to approve submission of a $61,000 application to the FY27 EMS Fund Act local funding program. Bilbrey told the board the request includes $10,000 for ambulance maintenance (including new tires), $3,000 for conferences, training and travel, and the balance for supplies. The commission approved the submission by a 5–0 vote (motion by Commissioner Malin Parker; second by Commissioner Fabian Munoz).
Arch Volunteer Fire Department Director Hugh Frank described a similar funding request and said a full proposal is due Jan. 16, 2026. Commissioners approved Arch's request to submit an application by a 5–0 vote (mover: Commissioner Fabian Munoz; second: Commissioner Parker).
Frank also reported that an ambulance-purchase grant application to the EMS bureau had been submitted the previous day and asked the commission to ratify the signature. He said the grant pool contains $210,000 with a 25% match requirement; the department has $20,000 from a prior commission allocation to apply toward the match and estimates the ambulance cost at about $290,000. The commission ratified the signature by a unanimous vote (mover: Commissioner Fabian Munoz; second: Commissioner Roy Lee Criswell).
The approvals allow volunteer departments to pursue state funding; final award, match details and procurement steps depend on state decisions and further county budgeting if the grant is awarded.
