Fulton County commissioners approve lease, IT services and public-safety equipment purchases

Commissioner Randy H. Bunch called the meeting to order and the board moved through routine business before taking up vendor contracts. The board approved payroll dated Dec. 26, 2025 for $145,032.44 and accepted fund disbursements totaling $111,824.17 across county funds.
Commissioners met with Rick Grissinger and Nelson Witmer of Elect IT Solutions, who presented a proposed five-year lease for office space at 101 Lincoln Way West, McConnellsburg, and a statement of work (SOW # ETM12042025-001) for IT staffing and support. Commissioner Hervey P. Hann moved to approve a five-year lease at $250 per month with no annual increases to take effect when the space becomes available; the motion carried "all in favor." The board also approved and executed the IT staffing SOW.
The county approved a purchase of a view station for the Treasurer's Office, accepting an Amazon quote for $784.22 submitted by Elect IT Solutions.
EMA/911 Director Brian Barton told commissioners that the dispatch clocks used in the emergency operations center are more than 20 years old and "are in dire need of replacement." Barton also said "Pre Alert" is in place and that the information has been sent out to the fire departments. Commissioners approved a ComPros quote for two dispatch clocks — including hardware and installation — totaling $4,940.00.
Commissioner Hann moved to approve the 2026 Mission Critical Partners Regional Support Contract for professional services, described in the meeting as fully grant funded; the board approved the contract.
