Fulton County commissioners approve payroll and $334,397.62 in payables; Wible abstains from tax appeal

The Fulton County Board of Commissioners met on Feb. 3, 2026, at the Commissioners' Office. Commissioner Randy H. Bunch called the meeting to order; the board approved routine business, authorized several administrative items and recessed for a Criminal Justice Advisory Board meeting before resuming in the afternoon.
The board approved payroll dated Feb. 6, 2026, in the amount of $129,990.81 and accepted Accounts Payable dated Feb. 3, 2026, totaling $334,397.62. The minutes record the fund-level breakdown: Fund 100 General Fund $96,661.78; Fund 201 Liquid Fuels $13.13; Fund 229 HSDF/HSBG $165,835.26; Fund 235 Law Library $724.96; Fund 238 911 $44,792.44; Fund 256 Domestic Relations $352.92; Fund 400 Debt Service $26,017.13. All three commissioners voted in favor of those approvals.
Commissioner Randy H. Bunch moved and the board approved the January 2026 Retirement Fund Report as presented by HR Administrator Mary Huston. The board also authorized travel requests for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference March 11–13, 2026, in State College, PA.
The board approved an engagement letter from KB&S — Kulla, Barkdoll & Stewart, P.C. — to provide legal and consulting services for a review of the Fulton County Prothonotary's Office. Commissioner Hervey P. Hann moved the authorization and the motion passed unanimously.
Commissioner Hann authorized Commissioner Steven L. Wible to execute MATP allocation letters for FY 2024–2025 and FY 2025–2026 in the amounts of $464,875.00 and $491,875.00, respectively. The board approved a laptop quote submitted by Rick Grissinger of Elect IT for use in Franklin County for Jury Coordinator duties, and approved an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27, described in the minutes as 10% of court wages and benefits.
The meeting record shows the board entered executive session at 8:30 a.m. for legal matters and again at 10:35 a.m. for personnel matters. A Tax Appeal Hearing was held at 9:20 a.m.; the minutes note that Commissioner Wible abstained from that matter because of a conflict of interest and that separate minutes for the tax appeal are on file. The board later appointed Commissioner Wible to perform duties for committees assigned to a colleague while that colleague is on medical leave, effective when the leave begins.
The commissioners recessed at 10:58 a.m. for a CJAB meeting, resumed at 1:18 p.m., held a personnel-related executive session, and conducted interviews for the Prothonotary's Office along with HR Administrator Mary Huston and Chief Clerk Stacey M. Shives. The meeting adjourned at 3:05 p.m.
