Fulton County commissioners approve $234,913.72 in payments, hire caseworker and authorize multiple contracts

McCONNELSBURG, Pa. — The Fulton County Board of Commissioners met Jan. 27, 2026 and approved routine county business including $234,913.72 in accounts payable, personnel actions and several administrative contracts and invoices.
Commissioner Randy H. Bunch called the meeting to order and the board voted unanimously to approve the Jan. 20, 2026 minutes and the payables batch dated Jan. 27, 2026. The approved payments included $145,851.38 from the General Fund and smaller allocations across special funds; the full batch total was $234,913.72.
The board also approved a personnel hire: Commissioner Steven L. Wible moved to hire Amanda Sheffield as Caseworker II in the Services for Children Department, pending required clearances and paperwork. A Salary Board meeting on the hire was held separately and is recorded in separate minutes.
Other administrative approvals included delegation of signing authority for Community Development Block Grant (CDBG) Entitlement Contract C000095314 in the amount of $218,719.00 to HR Administrator Mary Huston and Commissioners Steven L. Wible and Randy H. Bunch; authorization of a county credit card for Mapping and Planning Director Thomas Peppernick; and payment of $3,313.00 for the Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America.
Commissioners retroactively approved an ERAP 2 County Expenditure Certification Form related to the Emergency Rental Assistance Program and authorized payment of an Elect IT Solutions invoice for IT staffing and support for February 2026 (invoice amount not specified in the minutes). The board also approved the Election Integrity Grant Program post-election report for the 2025 municipal year, which listed total expenditures of $84,443.55.
On capital and service projects, the commissioners accepted a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project.
