Fulton County commissioners reaffirm public defender’s 40-hour salary, approve festival lease and several contracts

At their Feb. 17 meeting the Fulton County Board of Commissioners unanimously reaffirmed that the public defender’s salary reflects a 40-hour workweek effective Jan. 1, 2026, approved a McConnell Park lease for the Strawberry Festival (June 11–13), and authorized several contracts and expenditures including a $15,000 engineering contract and a $6,467.15 furniture purchase.
Fulton County commissioners met on Feb. 17, 2026, and unanimously approved a series of routine and program-specific actions, including reaffirming the public defender’s full-time salary status and approving event and contracting arrangements.
Commissioner Randy H. Bunch, chairman, called the meeting to order. After opening formalities the board approved the Feb. 10, 2026 minutes (motion by Commissioner Steven L. Wible), payroll dated Feb. 20, 2026 for $126,643.71 (motion by Commissioner Hervey P. Hann) and accounts payable dated Feb. 17, 2026 for $115,002.69 (motion by Commissioner Hervey P. Hann). The accounts-payable breakdown included $87,536.62 from the General Fund and smaller amounts from Liquid Fuels, the SFC grants, Law Library, 911, Hazmat and Debt Service accounts totaling $115,002.69.
The commissioners met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to hours worked under the Indigent Defense Grant. Commissioner Hervey P. Hann moved to “reaffirm that the Public Defender's salary will reflect 40 hours per week as of January 1, 2026,” and the board approved the motion unanimously. The minutes do not record additional salary amounts or budgetary adjustments beyond that reaffirmation.
The board conducted two brief executive sessions. At 8:33 a.m. the commissioners entered executive session for personnel matters and returned to open session at 8:59 a.m.; later they entered executive session for legal matters at 9:22 a.m. and exited at 10:21 a.m. The minutes report the times and the motions to enter and exit but do not disclose on-the-record decisions made during those closed sessions.
On agenda business, the commissioners approved a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism for the Strawberry Festival, scheduled for June 11–13, 2026. They also authorized a contract with CES Engineering, LLC for engineering services on the Warfordsburg Senior Center CDBG project not to exceed $15,000.
The board retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form. Commissioners approved a request from Domestic Relations Director Tina Gress to purchase new office furniture from W.B. Mason for the Domestic Relations Department, to be funded by the Title IV-D Incentive Account in the amount of $6,467.15. The commissioners also approved an invoice from Wessel & Company for CFO services for January 2026 in the amount of $4,340.00.
A proposed contract with Pressley Ridge for services for children was tabled by motion of Commissioner Steven L. Wible so staff can gather additional information. The meeting adjourned at 11:22 a.m. after unanimous approval of the adjournment motion by Commissioner Bunch.
