Camp Verde council tables residency ordinance until Feb. 18 after discussion

The Camp Verde Town Council on Feb. 4 discussed Ordinance 2026-A510, which would amend town code to remove position-specific residency requirements for the Town Manager and Town Marshal. Town Manager Miranda Fisher said the change would rely on existing Section 3-1-1, which allows the council to impose residency requirements in job postings and provides 180 days from hire for new employees to establish residency.
Fisher said her concern is that a mandatory residency requirement could shrink the applicant pool for these positions. Public comment included feedback received via social media urging the council to retain residency requirements for those positions. Councilors asked staff for comparative data on residency policies in similar rural Arizona towns; Fisher said she had conducted research and recommended the matter return to the Feb. 18 meeting with corrections and additional information.
On a motion by Vice Mayor Wendy Escoffier, seconded by Councilor Robert Foreman, the council agreed to table Ordinance 2026-A510 at the manager's request until Feb. 18. The roll-call vote was 7-0. Councilors indicated they generally favored retaining a residency requirement for the Town Manager but were open to reconsidering the Town Marshal requirement after reviewing additional information.
The ordinance was not adopted at the Feb. 4 meeting; the item will return for further consideration on Feb. 18, 2026.
