Assembly approves VIF budget and a package of resolutions including a short-term ANTHC lease

At its May 20 meeting the Northwest Arctic Borough Assembly approved the FY26 Village Improvement Fund line-item budget and a set of professional-services and program resolutions.
Public Services Director Clara Johnson summarized Ordinance 25-05 (VIF FY26); Derek Haviland Lie moved to enact the ordinance and Raven Sheldon seconded; the motion passed unanimously by roll call vote.
The Assembly also approved three amendments to professional-services agreements by unanimous roll-call votes: Resolution 25-16 (Deerstone Consulting LLC amendment to support Borough energy projects), Resolution 25-17 (Altman Rogers FY24 audit engagement amendment) and Resolution 25-18 (Espelin & Associates FY25 professional services amendment). Walter Sampson moved each of the three and the motions were seconded as recorded.
Two resolutions added at the Mayors request were also approved. Resolution 25-19 authorizes a short-term lease with the Alaska Native Tribal Health Consortium (ANTHC) for summer housing in Ambler; Lincoln Carr moved to approve and Walter Sampson seconded, and the resolution passed by a majority roll-call vote after members discussed lease terms and balance of interests. Resolution 25-20 provides a supplemental FY26 local contribution to education; Derek Haviland Lie moved to approve, Delores Barr seconded and the resolution passed by majority vote (Austin Swan Sr. asked whether funds could be directed to activities and food programs).
Why it matters: The VIF ordinance advances village-level projects funded through the Village Improvement Fund, while the resolutions authorize routine professional engagements and short-term housing support intended to address immediate operational needs. The supplemental education resolution overlaps with the budget amendment the Assembly adopted earlier in the meeting.
