Neighbors spoke in favor of the permit. James Morton of 310 Wells St. told commissioners he supported Negrón’s request and urged the board to allow the move. After discussion about the county zoning code and septic requirements, commissioners described the conditions they would attach before issuing a county letter of approval.
Commissioner Damon Hoyte moved to approve the conditional‑use permit; Commissioner Timothy Biddle seconded. The motion carried unanimously. Recorded conditions include creating and recording a minimum one‑acre parcel (not landlocked), a passing health‑department septic/perk test and receiving a formal county approval letter. Planning and Zoning had not provided a recommendation at the meeting; Commissioners noted the board could impose conditions to address public‑health and access concerns.
The approval resolves the immediate zoning obstacle but leaves the septic and permitting tasks for the applicant and the county health authority. The county clerk’s office will issue the formal conditions letter after the requisite surveys and health‑department clearance are provided.
