County attorney presents cemetery-ordinance draft as Planning & Zoning membership and quorum issues persist

At the July 1 regular meeting and again at the July 28 work session County Attorney Bin Minter reported he has prepared (or is preparing) a draft cemetery ordinance for the Commission to review.
Minter said the draft would be high level rather than creating a separate cemetery board; records would need to be kept by the County Manager or the County Clerk. The attorney agreed to supply the draft for Commission review and to add the ordinance to a future meeting agenda for consideration.
Separately, Planning & Zoning members told staff they have trouble maintaining a quorum. County staff reported two recent applicants but also a current member who wants to step down. Commissioners discussed whether the charter or an ordinance must be changed to reduce board membership from seven to five and asked the county attorney to research legal requirements; the matter was added to the next work session for review.
Commissioners also noted the need to recruit reliable citizens to serve on boards and to avoid potential ethics concerns when commissioners have personal legal disputes with applicants.
