County reviews GFL rate notice and in-house pickup option as recycling enforcement increases

County officials on July 28 reviewed a notice from the county's residential refuse contractor and discussed whether to absorb an increased contract cost or bring residential pickup in-house.
County Manager Thomas Weaver said the county's residential-pickup cost was currently stated as $480,137.00 per year, and that a recent GFL letter would raise the contractor's annual residential charge from $312,000.00 to $342,000.00. Weaver said he would check the contract terms (including CPI and any limits on increases) and bring contract language back to the Commission for review.
Weaver described an in-house option that could save roughly $92,000 annually (staff estimate) if the county purchased one truck (funding possibly from SPLOST). He cautioned that bringing pickup in-house would add an operational responsibility to county staff and require equipment procurement and contingency plans for truck downtime.
The work session also considered changes at the county recycling center: staff are enforcing fees for tires and construction materials and moving to credit-card processing and water-bill payment options for on-site charges. Weaver said contractors previously may not have been paying fees and the county is strengthening collection and signage.
Commissioners did not adopt a contract change at the work session; Weaver said he would confirm contract limits and bring recommendations to the Commission.
