Split vote confirms Charles Coffey as chairman; commissioners later name Timothy Biddle vice chairman
Summary

At the Jan. 7 regular meeting the board conducted leadership appointments for chair and vice chair.
Commissioner Damon Hoyte moved to appoint Commissioner Timothy Biddle as chairman but no one seconded that motion and it died. Commissioner Gerald Douglas then moved to appoint Charles Coffey as chairman, Commissioner Jason Frost seconded, and the motion passed with Commissioner Hoyte voting against. The minutes record the appointment of a chairman by majority vote.
Separately, the board then appointed Commissioner Timothy Biddle to the vice-chair post. That motion, moved by Commissioner Frost and seconded by Commissioner Douglas, was approved unanimously.
Chairman Coffey presided over the remainder of the Jan. 7 meeting following the appointment.
