Cusseta–Chattahoochee selects Ingram Engineering for FY2025 CDBG work; RVRC agreement approved

The Board of Commissioners of the Unified Government of Cusseta–Chattahoochee County approved Ingram Engineering as the county's engineer for a proposed FY2025 Community Development Block Grant application and authorized a Letter of Agreement with the River Valley Regional Commission (RVRC).

Rick Morris attended the Jan. 7 meeting to explain the RFQ score sheet and the RVRC agreement. According to the materials presented, Ingram Engineering received the highest score (67); the next-highest applicant scored 62. County staff recorded application costs as $750 for a new application and $500 for a rewrite. Morris told commissioners the county had submitted a prior application but did not qualify last year because of an audit finding.

The RVRC contract language included standard tasks for planning and zoning assistance and for preparing the CDBG application: data collection, preliminary environmental and historic assessments, public hearing support, and surveying target areas. The County will be asked to provide local staff time and household survey data to support the application process.

The commission voted unanimously to approve Ingram and the RVRC letter of agreement. If a grant award follows, staff told the board the parties intend to execute a separate implementation contract requiring compliance with applicable federal and state laws and additional written commitments by the county.

Next steps: staff will proceed with the DCA application process and follow-up procurement required by the grant program if an award is made.
