Buffalo County approves intergovernmental MOU, facility contracts, liquor licenses and sets multiple bid dates
Summary
The Buffalo County Board on Sept. 12 authorized a memorandum of understanding with the City of Gibbon for law‑enforcement services, approved an architectural services proposal and playground equipment purchase, authorized employee flu shots, approved special designated liquor licenses for two event venues, set Oct. 10 bid dates for several road projects and opened the 2023–24 budget hearing.
At its Sept. 12 meeting the Buffalo County Board of Commissioners authorized several intergovernmental and administrative actions: the board authorized Chairperson Ivan Klein to sign a memorandum of understanding for law‑enforcement services with the City of Gibbon; approved the Wilkins Professional Architectural Services proposal; approved purchase of additional playground equipment for the Buffalo County Recreation Area at Ravenna Lake; and voted to pay for flu shots for all county employees with availability scheduled Sept. 26, 2023.
The board also approved early claims and routine financial reports: it ratified payroll claims processed Aug. 25 and Sept. 8, accepted the County Treasurer’s August fund balance report and accepted the Clerk of District Court’s August fee report. The board approved a general fund early claim for a tower lease payment to D&IGJS Family Farms for $3,339.74.
Following review of the sheriff’s report the board approved Special Designated Liquor License applications for Village 1919 (events Sept. 30 and Oct. 6 at "The Farm" in Shelton) and The Wandering Well (events Sept. 30 and Oct. 6 at Knobel Barn in Kearney). The board recessed as the Board of Equalization, which approved motor vehicle tax exemptions for Hope Evangelical Free Church on several passenger/shuttle buses and approved tax list corrections numbered 4988–4990.
The Road Department opened bids for Project No. C10 (1006) Gibbon Road clay topping and the board set Oct. 10, 2023, at 10:00 A.M. as the bid date for three box culvert projects (C10 (990), C10 (995), C10 (1450)) and for Bridge Project C10 (209) Sioux Road north of 295th Road. Highway Superintendent John Maul and the Road Committee will review bids and return recommendations to the board at the Sept. 26 meeting.
The board opened a public hearing on the Buffalo County fiscal year 2023–2024 budget; Board Administrator Lynn Martin presented an overview comparing proposed revenues and expenditures to the prior year. No public comment was recorded and the board will consider final adoption at its Sept. 26 meeting.
Other routine items approved by roll call included acceptance of the July RYDE report from Community Action Partnership of Mid‑Nebraska and filing fiscal year 2022–2023 inventory statements from all county officials.
