Buffalo County OKs ARPA contract, bank actions, road agreements, licenses and appointments

At its Aug. 8 meeting the Buffalo County Board approved an ARPA grant contract with Community Action Partnership of Mid‑Nebraska, authorized bank depository and investments at Bruning Bank, set a road bid date and approved a road agreement with Casey’s, adopted benefit changes to VSP, approved liquor licenses and reappointments, and accepted several county reports.
The Buffalo County Board of Commissioners on Aug. 8, 2023 approved a series of routine administrative and financial actions, including an American Rescue Plan Act grant contract, banking authorizations, road procurement actions, benefit adjustments, and several licenses and reappointments.
The Board authorized Chairperson Ivan H. Klein to sign an ARPA of 2021 Grant Contract with Community Action Partnership of Mid‑Nebraska. "Moved by Loeffelholz and seconded by Morrow to authorize Chairperson Klein to sign the American Rescue Plan Act (ARPA) of 2021 Grant Contract with Community Action Partnership of Mid‑Nebraska," the minutes show; the motion passed with Myron Kouba recorded as absent.
The Board approved the Application for Depository of County Monies with Bruning Bank and authorized County Treasurer Brenda Rohrich to invest county funds at Bruning Bank (motions passed unanimously). The minutes include detailed payroll and withholding line items for general, road and weed funds as part of financial reporting.
On roads, the Board set a bid date of Sept. 12, 2023 at 9:45 a.m. for Project No. C10 (1006) Gibbon Road for clay and approved a road improvement agreement with Casey’s General Stores. The Casey’s agreement was approved with a condition that the contracting party may not enter the road right of way until performance and cash bonds are submitted to the County Clerk’s Office.
Personnel and administrative items included reappointments to the Board of Adjustment (Rich White and Larry Hardesty) and the Planning and Zoning Commission (Randy Vest, Marc Vacek, and Loye Wolfe), and approval of a Vision Service Plan (VSP) premium increase and enhanced coverage.
The Board approved two Special Designated Liquor Licenses: one for B&B Research and Investments LLC (Village 1919) for events at "The Farm" in Shelton on Sept. 2, 2023, and another for The Wandering Well for an event at Knobel Barn in Kearney on Sept. 9, 2023. The minutes record acceptance of the Buffalo County Sheriff’s report before both license votes.
During the Board of Equalization session, County Assessor Roy Meusch presented Buffalo County's 3‑Year Plan of Assessment and the 2023 Cemetery Report; both were accepted and filed. The Board also approved Motor Vehicle Tax Exemption renewals for Grace Fellowship Inc. (multiple vehicles) and the American Red Cross (a 2000 Trailer Pace), as recommended by County Treasurer Brenda Rohrich.
Chief Deputy Sheriff Dan Schleusener and Tom McCoy offered brief remarks during Citizens Forum thanking the Board for participation in recent law enforcement and veterans events. The Board adjourned and will reconvene at 9:00 a.m. on Aug. 22, 2023.
