Buffalo County adopts One and Six Year Road and Bridge Program, approves equipment purchase and authorizes contract negotiations

The Buffalo County Board on May 23 adopted the county’s One and Six Year Road and Bridge Program for 2023–2024, took steps toward a road‑improvement contract and approved purchase of road equipment.
Highway Superintendent John Maul presented the plan during a public hearing that opened at 10:00 a.m.; with no public comment the board closed the hearing at 10:07 a.m. and voted 7–0 to adopt the One and Six Year Road and Bridge Program for 2023–2024.
The board acknowledged receipt of a request from SBB Engineering L.L.C. and authorized staff to enter into negotiations for preparation of a road improvement contract; Jeff Laubach, P.E., spoke for SBB Engineering and Superintendent Maul and Deputy County Attorney Andrew Hoffmeister were available for questions. Commissioners voted unanimously to proceed with negotiations.
On procurement the board approved a purchase of a JCB Model 3TS‑8T Teleskid (wide rubber track and GP bucket) with an $18,000 trade‑in on an L180 skid steer, for a net purchase price of $96,754.16 using Sourcewell Contract #040319‑JCB. The board also authorized Chairperson Klein to sign an Agreement for Provision of Limited Professional Services with Miller and Associates Consulting Engineers for 2024 asphalt concrete pavement projects.
The board set the bid date for Project No. C10 (1008) — Kilgore Road, adding 1 foot of clay/dirt to the road top for three miles — for Tuesday, June 13, 2023 at 10:00 a.m. Commissioners also reviewed a petition to close a portion of road in Glenwood Estates and voted to forward the petition and Superintendent Maul’s report to the City of Kearney for permission before holding any county hearing, citing city jurisdiction over that road segment.
Next steps include completing contract negotiations with SBB Engineering, filing professional services agreements and proceeding to bid openings on June 13 for the Kilgore Road project.
