Buffalo County commissioners approve year‑end transfers, contracts and vendor claims

The Buffalo County Board of Commissioners on June 27, 2023 in Kearney approved a series of routine but financially consequential actions, including budget transfers, contracting for audits, and payment of vendor claims.
The board, chaired by Ivan H. Klein, voted unanimously to approve the June 13 meeting minutes and to ratify payroll processed June 16. County Clerk Heather A. Christensen’s record lists General Fund net payroll of $318,202.62 and Road Fund net payroll of $63,331.99, among other fund payrolls.
Members approved several contracts and audits: the board authorized an interlocal agreement with Educational Service Unit No. 10 for maintenance and webhosting services for fiscal year 2023‑24; approved a one‑year auditing services agreement with Hayes and Associates; and authorized a Keno audit contract with KSO CPAs + Advisors for the fiscal year ending June 30, 2023. The board also approved using the State Print Shop to produce postcards for Property Tax Request Act public hearing notices.
On budget items, the board adopted Resolution 2023‑35 to address fiscal year 2022‑2023 budget shortages, including a $25,000 transfer into the Jail budget from the General Miscellaneous budget. Separately, commissioners approved transfers from the Inheritance Fund (2700): $500,000 to the General Fund (0100), $1,400,000 to the Road Fund (0200) and $180,000 to the Weed District Fund (5400). All motions passed by roll call with the seven board members voting Aye.
Facilities Director Steve Gaasch reviewed bids for the Midtown Office Building remodel and addition; the board awarded the work to Dave Waggoner Plumbing & Heating.
The board moved to approve the June 2023 vendor claims submitted by the county clerk. The minutes attach a detailed claims list across multiple funds and vendors; single-line items recorded in the minutes include Motorola Solutions ($122,230.90), Werner Construction Co. ($201,945.18), Simon Contractors ($120,530.50) and a NIRMA allocation ($567,511.00), among many others.
Sheriff Neil Miller presided over the swearing‑in of Deputy Braydon Finecy, and Chairperson Klein read employee service recognitions, including Treasurer Brenda Rohrich for 37 years of service. The meeting adjourned at 9:31 A.M.; the next regular meeting is scheduled for 9:00 A.M. on July 11, 2023.
