Buffalo County commissioners authorize ARPA agreement for Community Health Partners, set road plan hearing and approve multiple licenses

At its May 9 meeting the Buffalo County Board of Commissioners authorized an ARPA agreement with Community Health Partners to expand a family flex fund program, set a public hearing for the One and Six Year Road and Bridge plan, approved several special-event liquor licenses and ratified routine financial reports and tax adjustments.
The Buffalo County Board of Commissioners on May 9 authorized the chair to sign an American Rescue Plan Act agreement with Community Health Partners to provide ARPA-funded assistance for an expanded family flex fund program and passed the measure as Resolution 2023-28. The authorization was approved by a roll-call vote of the six commissioners present; Commissioner Ronald Loeffelholz was absent.
The board also proclaimed May 14–20, 2023, as "National Police Week" under Resolution 2023-27; Vice Chairperson Sherry Morrow read the proclamation and "thanked those who serve Buffalo County." The board ratified routine financial documents including payroll claims, accepted monthly reports from the county treasurer and clerk of the district court, and approved the March Community Action Partnership RYDE report.
On infrastructure matters, Highway Superintendent John Maul reviewed the One and Six Year Road and Bridge plans and the board set a public hearing for May 23, 2023 at 10:00 A.M. to consider the 2023–2024 plan. The board approved state-bid pricing for two Chevrolet Silverado pickups for fleet use.
The board acknowledged a petition from residents Larry Schroeder and John Boersma to vacate a portion of road in Glenwood Estates and referred the petition to the Highway Superintendent for a study and a report within 30 days.
The board approved several Special Designated Liquor License applications after review of the county sheriff's report: a ratified license for Stockman’s Bar and Grill for an event at Knobel Barn on May 20; licenses for B&B Research and Investments L.L.C. (The Village 1919) for events on June 3 and June 7 at "The Farm"; and for Bull & Barrel at an event on June 11. Motor vehicle tax exemptions were approved for South Central Behavioral Services, Inc. (2023 Honda Odyssey) and First Baptist Church of Kearney (2020 Ford Transit).
Zoning staff presented a new signage design prepared by Olsson Engineering for the National Audubon Society that the board approved with the associated Special Use Permit required under Resolution 2023-21. Health staff from Two Rivers Public Health Department delivered a quarterly update and submitted their presentation for the record.
The board entered two executive sessions during the meeting—one for contract negotiations and a later session for personnel matters—and returned to open session both times without recorded formal action. The board also delayed a decision on the CGI Digital Video contract until its May 23 meeting.
