Buffalo County commissioners approve tax-sale certificates, ARPA grant for Extension building AV, road fill-dirt agreement and other routine items

The Buffalo County Board of Commissioners on March 28 unanimously approved several measures including a resolution directing the county treasurer to place Tax Sale Certificates on delinquent parcels, an American Rescue Plan Act (ARPA) grant agreement for the Buffalo County Extension Building’s audio/visual system, and a fill-dirt placement agreement for Gibbon Road.
At the meeting, the board adopted Resolution 2023-14 instructing County Treasurer Brenda Rohrich to issue and maintain Tax Sale Certificates for delinquent taxes and special assessments from 2018 through 2021 that remained unsold at public sale. The resolution cites Neb. Rev. Stat. §§ 77-1809 and 77-1918 as statutory authority. The motion passed on a roll call vote of six in favor, none opposed; Commissioner Daniel Lynch was absent.
The board also authorized an ARPA grant contract with the Buffalo County Extension Board under Resolution 2023-15 to fund a new audio/visual system in the Extension Building. The resolution, which the board said was based on ARPA guidance for allowable uses, directs the chair to execute the grant agreement and to take necessary steps to complete the project. The motion passed on a 6–0 roll call vote with one absence.
In road business, the board authorized Chairperson Ivan Klein to sign a Fill Dirt Replacement, Grading and Compaction Agreement with landowners Gary Behrendt, Ron Hervert and Lorrine Hervert to place fill dirt along Gibbon Road beginning at Highway 2 and continuing south approximately 1.5 miles. Deputy County Attorney Andrew Hoffmeister briefed the board on the agreement before the vote, which passed 6–0 with one absence.
Other actions taken during the meeting included: setting a bid date of April 25, 2023, at 10:00 a.m. for the Midtown Office Building remodel and addition; approving the purchase of playground equipment for the Buffalo County Recreation Area at Ravenna Lake; ratifying a Special Designated Liquor License for the National Audubon Society—Rowe Sanctuary’s events at the Iain Nicolson Audubon Center on April 4, 2023; approving a manager application for Carie Cash for the Kearney Elks Lodge 984; and approving March 2023 payroll and vendor claims as presented by the county clerk.
The board also approved a $30,000 transfer from the General Fund to the Weed District Fund, and agreed to keep the Treasurer’s office open on April 28, 2023 (Arbor Day) to accommodate taxpayers facing the first-half 2022 tax delinquency date. The clerk’s payroll figures read into the record included a General Fund net payroll of $308,800.85 and a Road Fund net payroll of $37,242.53.
The board recessed briefly to convene as the Board of Equalization, approved Tax List Corrections numbered 4961–4968 as presented by County Assessor Roy Meusch, and then returned to regular session.
The meeting adjourned at 10:02 a.m.; the board delayed presentation of the Single Audit Report for the year ending June 30, 2022 until the April 11, 2023 meeting.
