The Charlotte County Planning Commission on April 12 recommended approval of Kerwin and Beverly Kunath’s application for a conditional use permit to operate a barn-style event and wedding venue at 4475 Highway 59 in Keysville.
County Planner Monica Elder presented a staff report outlining proposed permit conditions, and the Planning Commission voted to recommend approval after reviewing the conditions. The Board of Supervisors held a joint public hearing with the Planning Commission, asked staff questions about operational details and adjourned the hearing with no public comment.
The staff-proposed conditions included: compliance with all applicable federal, state and local laws and ordinances; construction and operation substantially in accordance with the application and approved site plan; a minimum of 39 on-site parking spaces in accordance with Zoning Ordinance Section 10-7-10; noise limits capped at 55 dBA continuous and 60 dBA for impact noise when measured at the property line (temporary equipment such as lawn mowers exempt); proof from the state Health Department that the on-site waste handling/disposal system and private well meet health requirements before a building permit is issued; authorization for the County Administrator, Building Official, Zoning Administrator or their designees to enter the property with reasonable advance notice to check for compliance; and a requirement that the private driveway be built and maintained to allow ingress and egress by emergency services vehicles. The conditions also state that violations may result in a stop order and revocation of the Conditional Use Permit at the discretion of the Board.
Board members asked staff about the proposed venue’s on-site food preparation and related jobs, how the parking and noise conditions would be enforced, the permitting timeline, the identification of adjacent parcels, and COVID‑19 operational procedures. No members of the public offered comment at the hearing.
At the Planning Commission special called meeting, staff provided a GIS map and confirmed the adjacent-parcel list included in the staff report. Commissioner Kenny Howard moved to recommend approval of the Kunaths’ application with the staff-proposed conditions; Commissioner Cornell Goldman seconded. The motion carried with applicant Kerwin Kunath abstaining and all other members present voting yes. The Planning Commission then adjourned.
