Charlotte County Planning Commission members directed staff on Aug. 24, 2021 to coordinate a work session on Battery Energy Storage Systems (BESS) and solar and to invite Joe Lerch, Director of Local Government Policy for the Virginia Association of Counties, to lead the session.
Staff recommended Mr. Lerch as a presenter and Commissioners asked that Board members be included in the meeting. The direction was procedural: no substantive policy decisions were adopted at the meeting, and staff were asked to coordinate scheduling and notifications.
The planned work session is intended to provide additional information for Commissioners and Board members on technical, regulatory, and land‑use considerations for battery storage co‑located with solar projects.
