The AHAC recommended continuing incentives and expanding the MEMA moderate‑income mortgage assistance pilot, which provides up to $30,000 per household for down payment, closing costs or mortgage reduction. Staff said the pilot will shift from a lottery reservation process to a first‑come, first‑served approach when applicants have lender pre‑approval and purchase contracts.
