Midway Council approves WSATPO Memorandum of Understanding

The Midway Town Council unanimously adopted Resolution No. 02‑26 on Jan. 5, approving the Winston‑Salem Area Transportation Planning Organization’s (WSATPO) Memorandum of Understanding and authorizing the mayor and town clerk to execute the document.
Hunter Staszak, TPO Administrator, told the Council the MOU governs cooperative transportation planning across member municipalities and NCDOT; the current MOU has been in effect since 2014 and the proposed update makes minor changes such as title updates and weighted‑vote adjustments based on the decennial census. Staszak said the TPO is federally mandated to make multimodal transportation policy, planning, and funding decisions for the Winston‑Salem urbanized area.
Staszak reviewed projects that affect Midway: the Gumtree Road bridge replacement has been completed; a US 52 pavement rehabilitation is scheduled for spring 2026; and the Hickory Tree Road widening remains delayed, with right‑of‑way acquisition anticipated in 2029–2030 and construction projected for 2033–2034. He also reviewed regional funding programs and local opportunities to participate in the TPO’s Regional Flexible Funding Program and traffic‑count services.
On a motion by Councilor Keith Leonard, seconded by Councilor Berkley Alcorn, Council approved Resolution No. 02‑26. The resolution list of signatories includes Midway and other municipalities as well as the North Carolina Department of Transportation. The Council’s action allows Town officials to sign the MOU and continue participation in regional transportation planning.
